Basics of Belarus - 7FP cooperation
 
Cooperation of Belarus with the EU in scientific and technical sphere has been realized since the year of 1994 - since the moment, when access to the several EU S&T programs was first opened to the Belarusian scientific and research organizations. At the initial stage this cooperation came was limited to Belarusian organizations opportunity of participating in several sections of EU Framework programs. The program INCO Copernicus-2 in the structure of the EU Fifth framework program (FP5) was specially created for the establishment of scientific and technical cooperation between the countries of European Union and the countries of Central and Eastern Europe and the Commonwealth of Independent States. At the expense of the EU approximately 250 institutes from the CIS were financed, that constituted nearly 20 mln euro.
In the Sixth framework program (FP6) for the first time there were announced oriented calls for attraction of research groups from not EU countries to the international projects in all priority scientific directions. The institutes of the National Academy of Sciences of Belarus (NASB) took active part in FP6 realization - from 20 projects of FP6, carried out by Belarusian teams, 12 projects were put into effect by NASB collectives. The B.I. Stepanov Institute of Physics together with foreign colaboratories fulfilled 5 FP6 projects, directed to creation of optic, optoelectronic and photon components, nanomaterials and nanotechnologies for new industrial processes and equipment, and also to the study of climatic changes factors by means of cross-European lidar net. The State Scientific Production Association of Powder Metallurgy of the NASB took part in the realization of 2 projects – aimed on working out nanostructurized gasometric coverings and the technology of fuel cells production. The United Institute of Energy and Nuclear Research “Sosny” within the bounds of 2 projects carried out investigations for reliability nuclear reactor enhancement and also for creation of new technologies in the sphere of bioenergetics. The National Scientific Practical Center of the NASB on Bioresources conducted the study of penetrating to Belarus alien animal species and connected risks for ecosystem evaluation. The NASB National Scientific and Practical Center on Material Sciences realized the project aimed on increase of the effectiveness of different industrial processes using semiconducting materials. The Institute of Economics took part in the realization of project included investigation of industrial restructuring on the basis of new EU members experience in new independent countries.
With a view to optimize the activities in a wide spectrum of directions for scientific sector development and its achievements application – from information exchange and scientific staff training till finance distribution and creation of large-scale enterprises of science intensive production manufacturing – the European Union declared course to the formation of the integrated European scientific and technical area. European Research Area creation project (ERA) is one of the main purposeful issue in the FP7 (2007-2013).The given project contemplates the maximum degree of all European countries involving, therefore the Republic of Belarus as a state of geographical center of Europe, can not be aside from this process. Territorial closeness and common interest in political stability and economic development of Europe determine the necessity of wide interaction between scientific communities and also between science authorities of Belarus and the European Union. Both the EU and the Republic of Belarus have chosen innovative way of development as the main priority for society forwarding to progress. Approved on the state level priority directions of scientific activity in the European Union and in the Republic of Belarus mostly coincide.
