Foreign policy of the European Union towards neighboring countries (2003-2010)
 
Foreign policy of the European Union towards neighboring countries is carried out in the framework of the European Neighborhood Policy (2003), in addition to which the European Commission presented the new initiative of “Eastern Partnership” in March 2008. The basis of the Eastern Partnership is a cooperation between the EU and Armenia, Azerbaijan, Georgia, Moldova, the Ukraine and Belarus on the basis of four political platforms (democracy, the responsible state governance and stability; economic integration and convergence with the EU policies; energy security; direct contact between people) and proposing a number of flagship initiatives, which must be financed by various investors, international financial institutions and the private sector.
The Republic of Belarus signed the Prague Declaration on the “Eastern Partnership” on 7 May 2009, stressing the importance of the European vector of foreign policy. The cooperation between Belarus and the EU from 1997 to 2008 had rather unbalanced character. The inclusion of Belarus into “Eastern Partnership” has allowed to intensify to a greater extent bilateral political contacts, to a lesser – economic collaboration. Decisions of the Council of the European Union of the years 2008 – 2010 have not removed the restrictions for Belarusian part to the full extent, however, contributed to a new phase in the relationships.
