Neighborhood Policy Instruments and Plans of Action

 

The European Commission presented plans of action for the seven countries (the Ukraine, Moldova, Morocco, Jordan, Israel, the Palestinian Authority, Tunisia) on 9 December 2004. In February 2005, Action Plans for the Ukraine and Moldova were finally endorsed.

As regards the introduction of ENP too since 2007l, the mechanism of its implementation within the Strategy was highlighted.

The subject of this instrument should be a cross-border cooperation and related measures. Principles of implementation: partnership, a multi-programming, co-financing. ENP Instrument covers four primary objectives: to promote sustainable development in the region on both sides of common borders; and cooperation in overcoming common challenges in the fields such as environment, health, prevention of and fight against organized crime; cooperation in the effective protection of common borders; facilitation of cross-border contacts between people.

Within the ENP Instrument two separate funding mechanisms should be applied. The first mechanism is the support of the transboundary cooperation, first of all involves the bilateral program. Mechanism 2 is a flexible support of large-scale transnational cooperation, which will involve stakeholders from member countries and partner countries.

On 29 September 2004, the EC presented a proposal for the disposal of EP and CM with the general definitions of the establishment of a European Neighborhood and Partnership. The proposed amount for the implementation of IEPS in 2007 – 2013 is 14 929 million euros.

On 2 March 2005, the European Commission presented five country reports: on Georgia, Armenia, Azerbaijan, Egypt and Lebanon.
