TACIS/INTAS

 

The EU Tacis Programme (Technical Assistance for the Commonwealth of Independent States) was one of the first instruments by the European Union providing technical support to Belarus. The program focused on support to the application of West European know-how in CIS countries in various sectors of market economy and administration on national, regional and local levels. Since 1991 till 2006 almost € 216 million has been granted to Belarus for technical support.

From 1 January 2007 Tacis has formally been replaced by a new regulation for EU-CIS countries coopera¬tion, the European Neighbourhood and Partnership Instrument (ENPI). On the occasion of this change in the legal basis, cooperation principles were reviewed. The new approach practically broadened opportunities for interactions and rendered the model of operation more flexible. ENPI provides EU assistance to 17 countries: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia and Ukraine.According to the approved Regulation 5 types of the programs are provided, and Belarus participates in the programs of all types:

— Cross Border Cooperation Programmes

- Baltic Sea Region

- Latvia – Lithuania – Belarus

- Poland – Belarus – Ukraine

ENPI programmes can be used by national authorities as an additional source for social-economic development in Belarus, local administrative and executive authorities, educational institutions, NGOs and other non-profit organizations.

The programmes of the International Association for Promotion of Co-operation with Scien-tists from the New Independent States of the Former Soviet Union (INTAS) are the incarnation of mobility support schemes and partnership relations. As a result of calls for research proposals grants were awarded to both fundamental and applied research projects implemented in such areas as physics, mathematics, information technologies, telecommunications, chemistry, life sciences, Earth sciences, ecology, energy, technical sciences, aeronautics and space, economics, social sciences and humanities. Grants were also provided for the organization of scientific conferences and summer schools, for innovation activity and scholarships for young scientists. In 2005 the 10-th anniversary of the Cooperation agreement between the Government of the Republic of Belarus and INTAS was celebrated, and the European Commission characterized these 10 years to be quite effective. Particularly, communication networks between scientific communities of Belarus and the EU were built, that lead Belarus to the third place among the CIS countries on the participation activity in scientific and technical works of the European Union.

Since FP7 priority subject spheres mostly coincide with priorities of scientific and technical activity, approved in the Republic of Belarus prospective mutual benefit is provided. As regards the 6-th Framework program projects realization, Belarusian groups took part in 20 FP6 projects, and by the results of independent competitive selection passed every fifth of project application with the participation of Belarusian teams that is also an average index of successfulness for the EU countries.
