Participating of Belarus in ISTC programmes
 
In the Republic of Belarus, following the way of innovation and economic development, a number of integrated programmes and activities to enhance the role of knowledge in the economy is also provides. In accordance with the Programme of socio-economic development of Belarus for 2006 - 2010 approved by the Decree of the President of the Republic of Belarus of 12.06.2006 № 384, science is the main priority of the progressive movement of the Belarusian society. The main objectives of improving the scientific, technical and innovation activities are the creation of a competitive sector of research and development and the conditions for its expanded reproduction, the creation of an effective national innovation system, modernization of the economy on the basis of technological innovation, improving of legislation, the promotion of institutes of utilization and protection of intellectual property, increasing the degree of integration of Belarus into the international scientific and technological space [2]. The state programme of innovation development of Belarus for 2007-2010 provides for the implementation of 1302 innovative projects, opening more than 100 new businesses, creating 386 new industries, modernization of 609 existing enterprises through the introduction of 888 advanced technologies. When realising the program it is planned to use more than 1000 domestic and 300 foreign technologies (i.e., about 70% of projects will be implemented on the basis of developments of Belarusian scientists) [3]. In this regard, the expansion of cooperation of Belarus with the ISTC, the main objectives of which are sales of high-level scientific and technological research involving foreign financing , as well as a wide range of activities for the commercialization of the Belarusian scientific developments, remains one of the priorities of the international scientific-technical policy of our country. Since its accession to the Agreement of the ISTC Belarusian organizations have actively participated in the programmes of the ISTC, in 2002 and 2008 official representatives of our country in the ISTC were part of the Governing Board (the Republic of Belarus in the SU was represented by First Deputy Chairman of the Presidium of NAS of Belarus Academician P.A Vityaz and chief scientific secretary of NASB Academician N.S. Kazak, respectively).The cooperation with the ISTC on the territory of the Republic of Belarus was organized within seven programmes: the Programme of research projects; Partnership Programme; Communication Support Programme; Commercialization Support Programme; Programmes of scientific conferences and workshops; Professional Development programme; Business Trips Support Programme.
Within the framework of the Programme of scientific projects and the ISTC Partner Programme, 95 scientific and technological projects for which the Belarusian organizations received 23.2 million U.S. dollars, have been realized and are being implemented with the participation of Belarusian scientists and professionals since 1994 with the participation of Belarusian scientists and professionals (of which 16,2 million U.S. dollars have been received on the project of the National Academy of Sciences of Belarus, 3.7 million on the projects of the organizations of the Ministry of Education of the Republic of Belarus, 2 million dollars on the projects of organizations of the Ministry of Health of the Republic of Belarus). Total cost of equipment provided to the Belarusian organizations to implement the projects is more than $ 2 million. Of the 25 ISTC projects undertaken by the Belarusian organizations in 2009, 17 ones are being realised by the Institutes of the NAS of Belarus. Six of these projects are the Institute of Physics named after B.I. Stepanov and six ones are OIEYAI, "Sosny", two ones are the Joint Institute for Problems of Informatics, one is the Institute of Bioorganic Chemistry, one is the Institute of Heat and Mass Transfer Institute named after A.V. Lykov, one is the Institute of Applied Physics. Within the framework of the Communication Support Programme a number of Belarusian organizations have carried out and are carrying out projects aimed at creating and improving the information infrastructure for the effective implementation of research projects and the implementation of the ISTC commercialization of their results. As part of the project the work plan for this program also provides the delivery of scientific equipment. Commercialization Support Programme is aimed at promoting activities to ensure long-term sustainable development of scientific organizations through the promotion of products and services that are marketable. The Programme of scientific conferences and workshops facilitates the integration of specialists from CIS countries in the international scientific-technical space and the establishment of business relations both at a period of ISTC projects and after their completion. In 2008 the ISTC provided the financial support to the organization of 26 events in the CIS countries (15 of them - in the Russian Federation) and 32 events in Canada, the European Union, Japan, Korea and the U.S.A.I n 2008 in Minsk the organization of the International Scientific Conference «NANO-2008 (Belarus, Russia, Ukraine) and the 2nd International Conference" Advanced Information and Telemedicine Technologies for Health (AITTH-2008)" were funded. The Professional Development Programme is directed to establish and improve the skills needed for the effective work in science and technology sector, first of all that of technology commercialization. Through the distribution of multimedia training programmes, distance education and seminars the heads of scientific organizations and scientists are given an opportunity to attend such courses as "Introduction to Business Administration", "Innovation and R & D results", "Project management", "Training managers on technology commercialization"," Marketing high-tech "," Intellectual Property ", etc. Within the framework of the Travel support Programme the ISTC provides financial support to scientists and engineers to travel to their partners on the ISTC projects and for the participation in international conferences and exhibitions to present the results of research. Patenting Support Programme is aimed at protecting intellectual property generated in the course of work on the projects of the Centre. When the projects are carried out the ISTC provides advice and financial support to executing agencies when submitting applications for patents. Herewith taking the decision on the protection of intellectual property rights and the choice of method of protection is entirely left to the developers (organizations).
