GOVERNING BODIES AND STRUCTURAL DIVISIONS OF THE ACADEMY OF SCIENCES
Article 14. Governing bodies of the Academy of Sciences
The governing bodies of the Academy of Sciences are the General Meeting of the Academy of Sciences, the Presidium of the Academy of Sciences, and the Bureau of the Presidium of the Academy of Sciences.
The order and forms of governance of the Academy of Sciences are determined by the present Law, the Statute of the Academy of Sciences, other acts of legislation and acts of the governing bodies of the Academy of Sciences.
Article 15. General Meeting of the Academy of Sciences
General Meeting of the Academy of Sciences is the highest collegiate governing body of the Academy of Sciences.
Members of the General Meeting of the Academy of Sciences are:
Chairman of the Presidium of the Academy of Sciences;
members of the Presidium of the Academy of Sciences;
full members (academicians) and corresponding members of the Academy of Sciences;
heads of scientific organizations under the authority of the Academy of Sciences;
representatives of scientific organizations under the authority of the Academy of Sciences, scientific organizations of the republican bodies of state administration, institutions providing higher education, elected in the order prescribed by the Statute of the Academy of Sciences.
The competence of the General Meeting of the Academy of Sciences is defined by the Statute of the Academy of Sciences.
The resolutions of the General Meeting of the Academy of Sciences, adopted within its competence, are binding on the Presidium of the Academy of Sciences, the Bureau of the Presidium of the Academy of Sciences, scientific and other organizations of the Academy of Sciences, and on the matters of organization, conduct and coordination of fundamental and applied scientific research on all the subjects of scientific activities.
Article 16. Chairman of the Presidium of the Academy of Sciences
The Chairman of the Presidium of the Academy of Sciences headed by the Academy of Sciences directs its activities and is personally responsible for carrying out tasks and functions entrusted to it.
The Chairman of the Presidium of the Academy of Sciences is appointed and dismissed by the President of the Republic of Belarus; he is a member of the Council of Ministers of the Republic of Belarus.
The Chairman of the Presidium of the Academy of Sciences submits to the President of the Republic of Belarus and his activity is accountable to the Council of Ministers of the Republic of Belarus and the General Meeting of the Academy of Sciences.
The competence of the Chairman of the Presidium of the Academy of Sciences is determined by the Statute of the Academy of Sciences.
Article 17. Presidium of the Academy of Sciences
The Presidium of the Academy of Sciences is a collegial governing body of the Academy of Sciences, which is accountable to the General Meeting of the Academy of Sciences and implements realization of its decisions.
The Presidium of the Academy of Sciences is headed by the Chairman of the Presidium of the Academy of Sciences.
The composition of the Academy of Sciences is made up of scientists of the Academy of Sciences, institutions providing higher education and scientific organizations, as well as heads of state bodies and leading experts of the branches of economy. The Chief Scientific Secretary of the Academy of Sciences is included into the Presidium of the Academy of Science according to his position.
Vice-chairmen of the Presidium of the Academy of Sciences and the Chief Scientific Secretary of the Academy of Sciences are appointed and dismissed by the President of the Republic of Belarus.
Numerical and personal membership of the Presidium of the Academy of Sciences is approved by the President of the Republic of Belarus on the representation of the Chairman of the Presidium of the Academy of Sciences by agreement with the Council of Ministers of the Republic of Belarus.
The competence of the Presidium of the Academy of Sciences is determined by the Statute of the Academy of Sciences.
The decisions of the Presidium of the Academy of Sciences on the questions of organization, conduct and coordination of fundamental and applied scientific research, conduct and coordination of the state scientific expertise, as well as the decisions taken jointly with the State Committee on Science and Technology of the Republic of Belarus on the matters of accreditation of scientific organizations are binding on all subjects of scientific activities.
Article 18. Bureau of the Presidium of the Academy of Sciences
The Bureau of the Presidium of the Academy of Sciences is the executive body of the Presidium of the Academy of Sciences which carries out the efficient solution of scientific and scientific and organizational issues of the Academy of Sciences within its competence.
The Bureau of the Presidium of the Academy of Sciences consists of the Chairman of the Presidium of the Academy of Sciences, Vice-chairmen of the Presidium of the Academy of Sciences and Chief Scientific Secretary of the Academy of Sciences.
The competence of the Presidium of the Academy of Sciences is determined by the Statute of the Academy of Sciences.
Article 19. Departments of the Academy of Sciences
The departments of the Academy of Sciences are its major scientific and scientific and organizational units, uniting full members (academicians) and corresponding members of the Academy of Sciences of one or more fields of science.
The Department of the Academy of Sciences coordinates and directs the activities of scientific and other organizations of relevant areas of science assigned to it by the Presidium of the Academy of Sciences.
The Department is headed by Academician-secretary, being a member of the Presidium of the Academy of Sciences, who is appointed to the position by the decision of the Presidium of the Academy of Sciences.
The governing bodies of the Department are the General Meeting of the Department and the Bureau of the Department, the composition and the order of formation of which are determined by the Statute of the Academy of Sciences.
The competence of the Department of the Academy of Sciences, Academician-secretary of the Department and governing bodies of the Department is determined by the Statute of the Academy of Sciences and the Regulation on the Department of the Academy of Sciences, approved by the General Meeting of the Academy of Sciences.
Article 20. Regional branches of the Academy of Sciences
Regional branches of the Academy of Sciences are structural units of the Academy of Sciences, created by the decision of the General Meeting of the Academy of Sciences for the development and coordination of science in administrative-territorial units of the Republic of Belarus.
The competence and order of activities of regional branches of the Academy of Sciences is determined by the regulations on them, approved by the Presidium of the Academy of Sciences.
Article 21. Administrative staff of the Academy of Sciences
The administrative staff of the Academy of Sciences is comprised of structural units established for the preparation and organization of implementation of the decisions of the Chairman of the Presidium of the Academy of Sciences and the governing bodies of the Academy of Sciences.
The competence of the administrative staff of the Academy of Sciences is determined by the Regulations on the Administrative Staff of the Academy of Sciences, approved by the Presidium of the Academy of Sciences.
