BASIC INFORMATION ABOUT THE GOVERNANCE OF SCIENCE IN THE CZECH REPUBLIC

Public support for research and development in the Czech Republic is much decentralised. All ministries and the central administration support research and development with their own budgets. The Ministry of Education, Youth & Sport (MEYES) and the Research & Development Council are the most important in this context. The Grant Agency of the Czech Republic (GACR) is an independent institution supporting basic scientific research in the Czech Republic. GACR assigns annual grants on the basis of public research tenders.

OPPORTUNITIES FOR SCIENCE & RESEARCH COOPERATION CZECH REPUBLIC - BELARUS

Ministry of Education, Youth & Sport

In the context of bilateral and multilateral cooperation projects it is possible to fund short-term visits of scientists for research courses and educational courses for specialists in the area of innovative entrepreneurship.

It is also possible to take part in the programmes of the International Innovative Centre (IIC) with innovative projects in all areas of science and technology.

The Czech Republic is a member of the international organisation researching the areas of nuclear and sub-nuclear physics. The co-operation is managed by the Committee for Co-operation with SUJV DUBNA (Belarus is one of the members of DUBNA program). SUJV DUBNA projects have been partly supported through the INGO's public tenders (INGO is a programme for international collaboration of the Ministry of Education, Youth and Sports of the Czech Republic aiming at supporting the membership of R&D institutions in in¬ternational non-governmental organisations oriented to R&D and its support).

Academy of Science of the Czech Republic (ASCR)

ASCR conducts regular calls for research proposals.

The Ministry of Industry and Trade funds projects within research programmes that are focused on industrial research. It is support for projects with target-oriented research, the results of which are to be used in subsequent industrial R&D, in new products, technologies, services, new materials, industrial products, information and management products.



State support of research and development is provided in two forms: a) as target-oriented funding, i.e. the support for research projects, and b) as institutional funding, i.e. the provision of institutionalfundsforresearchinstitutions, specific researchatuniversities, orforselectedinternational co-operation activities of the Czech Republic.

SUMMARY REVIEW OF SCIENCE & RESEARCH COOPERATION WITH BELARUS

The Agreement on Trade&Economical Cooperation, concluded by Czech and Belarus in 1994, constitutes the legal basis for S&T cooperation between two countries. Articles 7, 9, 10 of the Agreement devoted to the development of S&T cooperation.

Based on this Agreement, the Czech Academy of Sciences (CAS) and the National Academy of Sciences of Belarus (NASB) in 1995 concluded Agreement on scientific cooperation. As annex to the Agreement the Protocol on currency-free equivalent scientists exchange was signed, that provides mutual scientific visits realization on terms of financing stay expenses by hosting Academy (the annual exchange quota is 70 man-day for each Academy).

A number of Agreements and Protocols on cooperation is signed on the level of scientific institutes and universities of two countries.

Since 2001 through the Calls of Belarusian Republican Fund on Fundamental Research (BRFFR) 7 Belarus-Czech research projects bilaterally financed have been and are being fulfilled.
