National Academy of Sciences of Belarus
 
The National Academy of Sciences of Belarus is the highest state scientific organization, reported to the President of the Republic of Belarus and accountable to the Council of Ministers of the Republic of Belarus. The Academy of Sciences, which was inaugurated in 1929 and got the status of National in 1997, consolidates 85 full members (academicians), 124 corresponding members, 2 honorary and 12 foreign members of the NAS of Belarus, scientific organizations and other juridical persons. There are more than 120 organizations, including 6 state scientific-industrial associations, 5 agrarian research centers, research institutes and centers, scientific-industrial, design and promotional organizations, experimental stations and bases within the NAS of Belarus. About 17.7 thousands of people, including about 6310 researchers, 1926 candidates of science and 510 doctors of science worked here at the beginning of the year 2010.
According to the Law of the Republic of Belarus “On the National Academy of Sciences of Belarus” passed on 5 May 1998 and the Statute of the National Academy of Sciences of Belarus, approved by the President of the Republic of Belarus, the activity of the Academy of Sciences is being conducted as the combination of principles of the state regulation of scientific, technological and innovative work with the creative initiative of young scientists and the freedom of the scientific search. The main scientific and organizational division of the NAS of Belarus, which combines academicians and corresponding members of one or several scientific fields, is the subdivision of Sciences with the attached scientific and other organizations.
The Academy of Sciences has in its organizational structure The Department of Physics, Mathematics and Informatics, The Department of Physical-Engineering Sciences, The Department of Chemistry and Earth Sciences, The Department of Biological Sciences, The Department of Medical Sciences, The Department of Agrarian Sciences, The Department of Humanitarian Sciences and Arts. In 2006 new organizational structures were opened. The first regional division of the Academy of Sciences was opened in Gomel. With the aim to concentrate research and experimental work for the solution of actual problems of socio-economic country’s development, the increase of the efficiency of personnel, material and financial resources scientific-practical centers and scientific-production association of NAS of Belarus were created.
The Academy of Sciences is headed by the Chairman of the Presidium of the Academy of Sciences, appointed by the President of the republic of Belarus, who is a member of the Council of Ministers of the Republic of Belarus. The collegiate governing bodies of the Academy of Sciences are the General Meeting and the Presidium of the NAS of Belarus. The General Meeting is the highest governing body of the Academy of Sciences, whose members are: Chairman and members of the Presidium of the NAS of Belarus; Academicians and Corresponding Members of the NAS of Belarus; heads and representatives of scientific organizations administered by the Academy of Sciences; as well as the representatives of scientific organizations, ministries and other republican authorities, institutions providing higher education. The General Meeting is the representative body of the whole scientific association of the country, its decisions on organization and coordination of scientific research and development are a subject of order for all the participants of the scientific activity. The Presidium of the National Academy of Sciences of Belarus, which is accountable to the General Meeting of the Academy of Sciences, is formed from the researchers of the Academy of Sciences, institutions providing higher education and scientific organizations of the Republic, heads of state bodies and key specialists of the branches of national economy. The personal composition of the Presidium of the Academy of Sciences is approved by the President of the Republic of Belarus.
The National Academy of Sciences of Belarus is responsible for organizing and coordinating the fundamental and applied scientific research, performed by all the participants of the scientific activity; performing the fundamental and applied scientific research and development; organizing, performing and coordinating the state scientific expertise. The main objectives of the Academy of Sciences are the scientific support of the economic, social, legal and state development of the Republic of Belarus, its culture, the protection and rational use of nature; the identification of the fundamentally new ways of scientific and technological progress, participation in the development of recommendations regarding the use of domestic and world science achievements in practice; the creation of conditions for the development of scientific schools, training of scientists of the highest qualification, increasing the qualification of scientists and specialists, etc.
The NAS of Belarus has functions of the republican authority on some issues regarding financing of scientific and innovative activity, controlling the efficient use of public funds, allocated to finance research and development, accreditation of scientific organizations, state scientific and technical expertise, as well as the functions of the main organization of the Republic for scientific and methodological support of the development of informatization.
