Principles of further interaction

 

2009 marks the 15th anniversary of the ISTC on the post-Soviet space, the work which has provided not only important basic and applied research results, but also the vast experience of the establishment of scientific partnerships involving scientists in joint research projects on topical problems of the development of world science. At the new stage of the development of the organization the co-operation between Belarus and the ISTC will be actively pursued and expanded. At the 49th meeting of the Governing Council of the ISTC in Minsk the Chairman of the GC V. Alessi noted the high level of Belarusian science and underlined the intention of the ISTC to give further support to Belarusian research projects [5]. The position of the Belarusian State is as clearly defined as in the adopted regulatory documents and in the materials of events involving the country's leadership. During the ceremony of diploma presentation to elected academicians and members of the National Academy of Sciences of Belarus, held on July 16, 2009, President of the Republic of Belarus A.G.Lukashenko noted that among the most important tasks of Belarusian scientists are creation and implementation of advanced manufacturing technologies, initiation of research projects of the highest level, transition from laboratory experiments to industrial introduction of their own developments and sale of intellectual product in the world market [6].

The unity of approaches to the assessment of the role of science in the development of individual countries and the world community as a whole allowed the partner countries within the framework of the International Science and Technology Centre to provide conditions for effective support and joint implementation of research on the most pressing social problems. Currently, the ISTC continues to provide financial support for scientific and technical projects and, together with Member States of the Centre initiatives to improve the mechanisms for implementing the new projects on the basis of results in the real economy, protection of intellectual property rights, commercialization of scientific developments are being undertaken.

The ISTC has made a significant contribution to the establishment of international scientific relations for joint scientific and technical work on the problems of global importance, such as creating alternative energy sources, the development of safe nuclear technology, global warming, etc. Today, the ISTC has the task of further effective adaptation of the results of the work to the objectives of expanding scientific cooperation and sustainable economic development of member states. For the Republic of Belarus the most important tasks of the concentration of institutional resources in order to enhance interaction with the ISTC, the implementation of the commercialization and implementation of scientific developments in the near future via the infrastructure of the Centre are the following:

Belarusian organizations of the National Academy of Sciences, Ministry of Education and the Ministry of Health, as well as other areas of the science and technology industry needs to take measures to enhance the process of submitting project proposals to the ISTC within the framework of the seven programmes implemented in Belarus, first of all, the Programme of research projects, the Programme of partnership and the Programme for commercialization support. Special attention should be given to such priority directions as biotechnology and agriculture because of the small number of Belarusian project proposals in these scientific fields;

The Belarusian regional branch of the ISTC in conjunction with scientific and technical organizations of the Republic of Belarus must take measures to increase operational collaboration in the process of the development of opportunities for participation of Belarusian scientists in the programmes of the Centrе and preparation of applications

It is necessary to take a set of measures to involve Belarusian organizations and individual scientists in the implementation of targeted initiatives of the ISTC with the support of the Belarusian regional branch of the ISTC;

? Taking into consideration the successful experience of the organization within the framework of ISTC International Science Laboratory optical diagnostics, promising areas of cooperation with the ISTC is the establishment of international research laboratories on the basis of Belarusian organizations in various scientific and technical fields;

Established during the implementation of the ISTC projects in international scientific communications, as well as the results of projects should be actively used as a basis for the formation of international research consortia, primarily in the framework of the European Union;

In order to effective position the Belarusian developments in the world market of high technology products it is necessary to actively use the financial and organizational resources of the ISTC at the implementation of the exhibition activity by the subjects of scientific and technological sector of the Republic of Belarus, including the organisation of the National theme exhibitions;

Taking into considering that the process of implementation of the Strategic Plan of the ISTC development, that started in 2007, has not been completed yet, the Republic of Belarus should engage actively in the process of discussing the plan and make concrete proposals to further improve the commercializational component in the ISTC activities.
