CHAPTER 10. PEOPLEWARE AND FINANCIAL PROVISION OF CULTURAL ACTIVITIES
 
Article 47. Preparation, refresher training and retraining of cultural workers
1. Preparation, refresher training and retraining of cultural workers are taken place in educational institutions, other organizations in accordance with the legislation.
2. Preparation, refresher training and retraining of cultural workers are carried out at the expense of republican and local budgets, individuals and legal persons.
3. Procedure of preparation, refresher training and retraining of cultural workers, giving them qualification categories is determined in accordance with the legislation.
Article 48. Qualifying evaluation of cultural workers
1. Cultural workers, except for cultural and art figures, are subject to qualifying evaluation at least once every five years if the legislation acts do not set another term.
2. Procedure of qualifying evaluation of cultural workers, as well as individuals who are not subject to qualifying evaluation, is determined in accordance with the legislation.
Article 49. Financing of cultural activities
1. The basis of state guarantees of preservation, development and propagation of culture is financing from republican and local budgets.
2. Excluded.
3. Financing of state cultural institutions, state minimum social standards in the field of culture, state programs of preservation and development of culture, and in the cases stipulated in the legislation – other cultural programs (projects, events) are carried out at the expense of republican and local budgets.
4. Excluded.
5. Additional sources of financing of cultural institutions activities are:
5.1. income from entrepreneurial activity if such activity is provided by the charter of a cultural institution and the legislation;
5.2. bank credits;
5.3. donations of individuals and legal persons;
5.4. other sources which are not prohibited by the legislation.
6. Legal persons and individuals have the right in accordance with the civil legislation to create funds for financing of cultural activities.
